What is a Short Barreled Shotguns (SBS)?
A Short Barreled Shotgun (SBS) is defined by the ATF as a shotgun with a barrel length of less than 18 inches, or an overall length of less than 26 inches. SBSs are less common than SBRs in the NFA world, but they offer significant advantages for home defense and breaching applications. The compact form factor makes them easier to maneuver in tight spaces while retaining the devastating close-range effectiveness of a shotgun.
NFA Classification
SBSs are regulated under the National Firearms Act of 1934 (26 U.S.C. 5845(a)(2)). Like SBRs, they can be made (Form 1) or purchased (Form 4). As of 2025, the OBBB Act eliminated the $200 tax stamp for SBSs, making the tax $0. An important distinction: a shotgun that was never designed to be fired from the shoulder (like the Mossberg Shockwave) may not be classified as an SBS — it may be a "firearm" or AOW instead. Consult ATF regulations carefully.

Set Up Your Gun Trust
Create your NFA gun trust before beginning the registration process. The trust will be the legal owner of the SBS.

Determine the Build Path
Decide whether to cut down an existing shotgun barrel (Form 1) or purchase a factory SBS (Form 4). Form 1 is more common since factory SBS options are limited.

Submit ATF Form with Trust Documents
File Form 1 (eForms) or Form 4 with your trust as the applicant. Include responsible person questionnaires, photos, and fingerprints for each responsible person.

Submit Your Form (No Tax Stamp Required)
The OBBB Act eliminated the $200 tax stamp for SBSs. Submit your Form 1 or Form 4 through ATF eForms — there is no tax payment required.

Await ATF Approval
Form 1 wait times average 1-3 months via eForms. Form 4 transfers average 4-12 months. Do not modify your shotgun until approval is received.

Engrave, Modify, and Register
After approval, engrave trust information on the receiver (Form 1), then cut the barrel to your desired length. Keep the approved form with the SBS at all times.
